Q: Why were fences put up around Sylvester MS and Highline HS? It seems like quite a hefty expense, especially in light of recent budget cuts. What’s the purpose?

A: Thanks for your email question to the Water Cooler. It’s a great question – especially in the context of recent budget cuts – so, I’ll do my best to sort it out for you. The budget cuts that stemmed from the state funding reduction affect the general fund or operating budget. Things like building new schools, remodeling, and other construction projects are paid for using bonds that fund the capital budget. The 2006 bond, passed by the voters, called for increased security at the middle and high schools to improve student safety. All four middle schools did get camera surveillance systems installed under the 2006 Bond as well as some lighting. The fencing that was completed this summer was the last piece of the security enhancement of the 2006 Bond. General fund and capital budget monies are not, by law, interchangeable. I hope this clarifies the different funding sources for you. The purpose of the fencing was to keep kids safe.
